Modules Table-Top Exercise in Croatia

The first Modules Table-Top Exercise of the ModTTX Cycle 12 took place from 7 to 11 October 2024 in Croatia. The scenario which was trained was wildfires in western Croatia. A total of 28 participants (20 Modules, 6 EUCPT and 2 TAST) took part in the exercise.

Wildfires

The first Modules Table-Top Exercise (ModTTX1) took place from 7 to 11 October 2024 in Medulin, Croatia. It was conducted at a hotel at the southern tip of the Istrian peninsula and emphasized a wildfire scenario.

The practiced scenario was wildfires which swept through the Istrian peninsula, disrupting most of the critical infrastructure of the area. After a long wildfire season and simultaneous fires in other parts of the country, exacerbated by the difficult terrain of Istria - a hilly, inaccessible karst area covered with scrub and low vegetation, which facilitated the spread of the fire towards the nearby pine forests - the Civil Protection Directorate requested international assistance through the UCPM.

There were 28 participants from 14 different countries comprising of ten Modules Key Personnel teams, an EUCP Team and a TAST who took part in this exercise. Including Exercise Control (EXCON), certifiers, coach/trainers, role players, and support staff, about 65 persons were involved in the exercise. It was hosted by the Ministry of the Interior of the Republic of Croatia (MUP), in cooperation with the rest of the Lot 1 ModTTX consortium, formed of the German Federal Agency for Technical Relief (THW-DE), the Belgian Federal Public Service Home Affairs – Directorate-General for Civil Protection (DGCP-BE), the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI), and the Escola Nacional de Bombeiros of Portugal (ENB-PT).

The Modules present were Ground Forest Fire Fighting using Vehicles (GFFF-V) from Austria, Slovakia, Romania, and Slovenia; Ground Forest Fire Fighting (GFFF) Modules from Portugal, France and Estonia; a Field Emergency Network (Infrastructure and Communication) Squad (FENICS) from France and a Telecommunications Platform Team from Luxembourg.

During the exercise the participants had the opportunity to coordinate and conduct a real VIP visit as part of the scenario. The Director General of the Directorate of Civil Protection Croatia joined in on one of the exercise days and received a briefing by the modules and EUCPT on the current situation, as well as received an overview on the available capacities that were supporting the disaster areas (in the exercise scenario).
