Seventh Modules Table-Top Exercise in Portugal

The seventh Modules Table-Top Exercise of the EU MODEX Cycle 12 took place from 23rd to 27th February 2026 in Portugal. The scenario was largescale wild fires in southern Portugal. A total of 28 participants (20 Modules Key Personnel, 6 EUCPT, and 2 TAST) took part in the exercise.

Wildfires

The seventh Modules Table-Top Exercise (ModTTX7) took place from 23rd to 27th February 2026 in Sintra, Portugal. It was conducted at the National Firefighter School, Escola Nacional de Bombeiros, and emphasized a wild fire scenario.

There were 28 participants from 13 different countries comprising of ten Modules Key Personnel teams, an EUCP Team and a TAST who took part in this exercise. Including Exercise Control (EXCON), certifiers, coach/trainers, role players and support staff, about 65 persons were involved in the exercise. It was hosted by the Escola Nacional de Bombeiros (ENB-PT), in cooperation with the rest of the consortium, formed of the German Federal Agency for Technical Relief (THW-DE), the Federal Public Service Home Affairs – Directorate-General for Civil Protection of Belgium (DGCP-BE), the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI), and the Ministry of the Interior of the Republic of Croatia (MUP).

The Modules present were Ground Forest Firefighting Modules both with and without vehicles from Spain (x2), Czech Republic, Estonia, Cyprus, Poland, France, North Macedonia, and Finland. The EUCPT consisted of six members and was supported by a two-person TAST from Germany.

The exercise scenario was wild fires in the southern municipalities of Silves, Portimão, and Odemira. The scenario is based on the August 2018 Monchique Fire, which burned an area of approximately 27,000 hectares of forest and shrubland and resulted in a deployment of around 1,400 firefighters and 14 aircrafts. Due to the large scale of the fires and abnormally dry weather conditions, the local authorities were overwhelmed with the situation and decide to activate the European Union Civil Protection Mechanism.

During the exercise the participants had the opportunity to coordinate and conduct a real VIP visit as part of the scenario. The Chief of Staff of the Secretary of State for Civil Protection accompanied by the National Firefighter School’s President joined in on one of the exercise days and briefly greeted the participants and staff.
