The sixth Modules Table-Top Exercise (ModTTX6) took place from 6th to 10th October 2025 in Tuheljske Toplice, Croatia. It was conducted at a hotel and emphasized a large scale industrial and maritime CBRN incident.
There were 29 participants from 12 different countries comprising of ten Modules Key Personnel teams, an EUCP Team including an associated UNDAC expert from the UN and a TAST who took part in this exercise. Including Exercise Control (EXCON), certifiers, coach/trainers, role players and support staff, about 63 persons were involved in the exercise. It was hosted by the Ministry of the Interior of the Republic of Croatia (MUP-HR), in cooperation with the rest of the consortium, formed of the German Federal Agency for Technical Relief (THW-DE), the Escola Nacional de Bombeiros (ENB-PT), the Federal Public Service Home Affairs – Directorate-General for Civil Protection (DGCP-BE), and the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI).
The Modules present were Maritime Incident Response Group (MIRG) from France and the Netherlands, Water Search and Rescue (Water SAR) from Spain, Structural Engineering Team (STC) from Spain, Medium Urban Search and Rescue (MUSAR) from Estonia and Spain, Heavy Urban Search and Rescue (HUSAR) from the Netherlands and CBRN Detection (CBRN-DET) from Italy, France and the Czech Republic. The EUCPT consisted of eight members, one associated UNDAC expert and was supported by a two-person TAST from Estonia.
The exercise scenario involved a major explosion at a pharmaceutical factory in the Republic of Agram, a fictional country located outside the EU. This country is modeled on several Croatian provinces near Zagreb and the coast. The factory contained various chemicals that were released by the explosion and subsequent fires, which exacerbated the situation. Located near vital regional waterways, the factory released a toxic chemical plume that blew toward heavily populated areas, including refugee camps.
Coincidentally, during the same time frame, a second situation occurred: a collision between a passenger catamaran and a tanker vessel in the internal sea waters of the Republic of Agram, resulting from the failure to follow COLREG rules. The catamaran's passengers began a full evacuation. Meanwhile, the tanker vessel suffered an underwater crack, which led to a rupture and spillage. There were missing persons reported from both vessels, and the rescue operations were further complicated by the sea and weather conditions and the tanker vessel catching on fire.
Due to the simultaneous complexity of both situations and the inadequate equipment of the Republic of Agram's operational forces, the National Civil Protection Agency of Agram activated the European Union Civil Protection Mechanism by sending an official request for international assistance.
This scenario included several separate and complex incidents due to the diverse types of modules registered for the exercise. There were also VIP visits from high-level Croatian civil protection authority staff, which gave participants the opportunity to test their planning procedures for such events.
