The tenth Modules Table-Top Exercise (ModTTX10) took place from 28th Sept. to 2nd Oct. 2026 in Brdo Castle near Kranj, Slovenia and emphasized a floods scenario in a fictional country outside of the EU.
There were 29 participants from 13 different countries comprising of nine Modules Key Personnel teams, an EUCP Team including a TAST and an UNDAC expert who took part in this exercise. Including Exercise Control (EXCON), coach/trainers, role players and support staff, about 72 persons were involved in the exercise.
It was hosted by the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI), in cooperation with the rest of the consortium, formed of the Escola Nacional de Bombeiros (ENB-PT), the Germany Federal Agency for Technical Relief (THW-DE), the Federal Public Service Home Affairs – Directorate-General for Civil Protection of Belgium (DGCP-BE), and the Ministry of the Interior of the Republic of Croatia (MUP).
The Modules present were Explosive Ordnance Disposal from Estonia, High Capacity Pumping from Ukraine, Finland, Germany (two modules), France and Sweden, Flood Containment from Austria and Water Purification from Belgium. The EUCPT consisted of eight members and was supported by a TAST from Sweden and an associated UNDAC member from Lebanon.
The exercise scenario was severe flooding in the fictional country, the Principality of Slavia, located outside the EU. The geography, government and civil protection structure of Slavia were modelled on those of the Republic of Slovenia. Slavia experienced a critical situation as a result of long-term heavy rainfall and flooding, which affected almost two thirds of the country between 22 and 28 September 2026. Despite mobilising all its resources to mitigate the consequences of the floods, the national disaster management authority realised that national forces alone would not be enough to ensure the rescue and survival of the affected population. Consequently, the Slavian government requested international assistance to the European Union Civil Protection Mechanism via the Emergency Response and Coordination Centre. The worst flooding occurred near the capital, Ljubljana, and in the surrounding municipalities. On the third day of the exercise, a redeployment took place to the Posavje and Štajerska regions.
This was the final exercise of the cycle, closing a chapter in which the previous consortium had steadily organised the Modules Table Top Exercises since their inception. The consortium, which had worked together for at least a decade, will no longer continue the next project cycle in its current composition. A new consortium will continue the next cycle of the project, with some familiar faces on board to provide support and pass on over a decade and a half of valuable experience.
