The CASCADE project aimed to facilitate the shift from disaster management to disaster risk management endorsed by the UN General Assembly in the Sendai Framework for Disaster Risk Reduction (2015) by developing risk assessment methodologies focusing on climate change risks, tailor-made for the local level – specifically, for the Baltic Sea Region (BSR).

It sought to improve urban resilience in cities and towns, as well as the overall macro-regional resilience, by tailoring the existing risk assessment methodology to the local level, and adapting it to consider the context of climate change.

CASCADE developed an online tool for integrated climate change and disaster risk reduction management in urban contexts in the BSR, and prepared guidelines on operationalising the appropriate risk treatment options, in order to increase the practical risk management capabilities of local authorities.

These outputs were accompanied by training courses for the target groups, and policy dialogue between local, national, macro-regional, and international actors to develop policy recommendations and increase policy coherence in the BSR.

The project initiated a region-wide policy dialogue on the UN Sendai Framework as an effective platform for cross-sectorial cooperation between different levels of governance and for greater policy coherence on climate risk assessments.
