Description
LOCAL-DRM 2 builds on the achievements of the first DG ECHO-funded LOCAL-DRM project (2024–2025), which delivered a nationwide capacity-building programme for all 61 municipalities in Albania. This second phase focuses on institutionalizing disaster risk management (DRM) practices through the development and piloting of nationally harmonized practices and frameworks. The project will deliver a risk assessment and emergency planning toolkit for municipalities, a strategic framework for disability-inclusive DRM, and a nationwide public awareness and education campaign. These thematic components will be implemented through three specialized Work Packages, coordinated by a core team and overseen by a Technical Board within the National Civil Protection Agency (NCPA). The action supports Albania’s alignment with the Union Civil Protection Mechanism and contributes to the implementation of Disaster Resilience Goals 1, 2, and 5. By combining innovation, policy alignment, and inclusive engagement, the project will strengthen the foundations for long-term, risk-informed governance in Albania.Partner organisations
