eNOTICE-2 1st Simulation Exercise
The first eNOTICE-2 SimEx took place in April.
On Saturday, April 20, 2024 the UCPKN project eNOTICE-2 - EU Network of Training Centres for preparedness to CBRN Events in collaboration with Horizon Europe project TeamUP - Holistic Capability and Technology Evaluation and Co-creation Framework for Upskilled First Responders and Enhanced CBRN-E Response https://teamup-project.eu/ held a table-top, and a field simulation CBRN exercise hosted by Fire Department of Dortmund (FDDO).
Objectives:
- Improvement of coping capacity of different units concerning their tasks with focus on decontamination
- Training of decontamination of vulnerable people (decontamination unit of FDDO)
Scenario: an accident with a freight train transporting various chemicals crashed on the open route, in the immediate vicinity of a railway station. As a result of the accident, an unknown substance escapes from a tank wagon. The escape of the unknown substance creates a toxic cloud, which moves in the direction of the train station. In the further course of use, the substance is identified as acrylonitrile. Around 20 people in the adjacent train station were suffering from various symptoms after possible exposure to the hazardous substance. The symptoms ranged from nausea and discomfort, irritation of the eyes and mucous membranes to breathing difficulties and coughing. The decontamination unit was requested.
Participants: 2 projects consortium members, first response practitioners (fire & rescue, police, military, emergency medical services), lecturers from CBRN Training Centres, academics and technology developers involved in research to improve CBRN preparedness, psychological care units.
The day before the exercise, several developers of CBRN decontamination technology were invited to display their solutions to the practitioners - Cleamix Oy (Finland), Hispano Vema (Spain), LDI Innovation OÜ (Estonia), OUVRY (France), IBATECH (Spain).
