Description
When a maritime accident occurs, key information is not always readily available to responders. This is particularly true when dangerous substances are involved. Accidental release of volatile Hazard Noxious Substances (HNS) at sea can indeed lead to the formation of toxic, flammable or even explosive gas clouds potentially hazardous for nearby population and the environment.
The MANIFESTS project addresses these uncertainties to improve response capacities. The project supports response teams by creating innovative tools such as modelling software validated through experimental tests at lab and field trials along with operational guidelines. The main objective is to facilitate access to relevant information and databases. It allows planners and responders to find the information they need through a dedicated open-source web platform.
Bespoke training materials and exercises developed by the project demonstrate its outputs to key stakeholders, paving the way for transfer of guidance and training capabilities to end-users beyond partner organisations. The project consortium involves nine research institutes and administrations from six countries (France, Belgium, the United Kingdom, Norway, Spain, and Portugal) with strong and complementary expertise in all areas of marine pollution (chemical analysis, pollution modelling, decision support tools, risk assessment and management, training and exercises, and knowledge transfer).
MANIFESTS benefits from the collaboration of an advisory board comprised of six national maritime authorities (the main end-users of the project results), as well as the direct involvement of the European Commission's Directorate-General for Environment as a partner.
