While previous PROCULTHER initiatives have successfully established a whole-of-government and all-hazards approach for the protection of cultural heritage (CH), the KAPP 2025 call presents a timely opportunity to take a decisive step forward: the definition and operationalization of a whole-of-society approach. Building on past achievements, PROCULTHER-4ALL aims to expand the existing whole-of-government approach into a more inclusive, whole-of-society model. This participatory approach will ensure broader engagement of citizens, civil society, the private sector, and the scientific community, aligning with the EU Preparedness Union Strategy and contributing to a further enhancement of cultural heritage protection within UCPM structures. In line with Priority 1, PROCULTHER-4ALL will strengthen CH risk management planning capacity among UCPM Participating States through a multi-hazard, cross-sectoral, climate-adaptive, and whole-of-society approach. Workshops and a targeted survey will assess needs, capacities, and key private and civil society actors, providing an initial mapping to inform actionable strategies for cultural heritage protection. The process will culminate in the development of a Whole-of-Society Action Plan for Cultural Heritage Protection. In line with Priority 2, the project will provide tools for awareness-raising and guidelines to enhance citizen and private sector involvement in cultural heritage protection, empowering local communities, volunteers, and civil society to actively safeguard cultural heritage. Under Priority 4, PROCULTHER-4ALL aims to expand knowledge, skills, and performance to support a preparedness-by-design principle, through training, workshops, and technical publications. By strengthening coordination between national and UCPM stakeholders, PROCULTHER-4ALL will lay the groundwork for sustained people-centred action to enhance resilience and ensure the long-term protection of cultural heritage against emerging risks.
